Relieving 100% Traffic Generating Tax for the Building Owner Carrying out Spontaneous Reducing Program

Seoul city plan to drive incentive policy for reducing traffic for the building constructed before March first 2010 when the enforcement of requiring reducing traffic will carry out under revised regulation. In this policy, the building owner carry out spontaneously carry out traffic reducing program have a redemption of 100% traffic generating tax. This mean, Seoul city request green growth under cooperation of building owner of buildings in Seoul.
In this revision of the regulation, Seoul city applied the contents of revision of the laws on promotion of traffic improvement and take process of designating 69 buildings as specially controlled as heavy traffic building.
69 buildings are composed of 4 blocks such as Lotte in So gong dong, Central city, COEX, Lotte in Cham-sil and 57 individual buildings. This list would be audited through public hear, traffic policy council and authorized by minister of Ministry of Land, Traffic and Maritime affair. After finishing this process, Seoul city plan to call the owner or manager of the building in the list then explain traffic reduction program and incentive policy then persuade them to carry out that spontaneously.

Outstanding contents on the incentive are as follows, installing and providing bicycle parking place for customers and employee will have 30% redemption of traffic generating tax, and providing free re-charge of traffic card for customers and employee then city provide re-charge machines and give additional 30% redemption. Also, improving delivery system can have redemption. And Seoul city persuade and support to shorten the queue in front of parking lot as technical way. On top of these, Seoul city plan to adjust bus-line to connect buildings with public transportation.
COEX already submitted plan for reducing traffic including switch to payed parking lot, day shift employee, place for bi-cycle parking lots, shuttle bus and utilize believe bicycle. The plan also have additional program such as raising regular parking payment.
The building owner promised to join this program will have maximum 100% redemption of tax under monitoring of civil association.

To prevent green house effect and improve Seoul air condition, Seoul city plan to provide green car little bit earlier than original plan. Seoul city established a team for providing 'green cars' and planning related infra structure.
City decided that meeting with air condition that of leading countries' needs no emission car. So city council concurred to spend 1 billion KRW expenditure for it and replace patrol car in Seoul grand park and some public place as Neighborhood Electric Vehicle(NEV).
World automobile market is now switching to high fuel efficient·environment friendly vehicle and US, Japan, England announced their policy of supporting and providing electric vehicles. Mitsubishi developed small electric vehicle and announced they would export that to Korea through mass media.
Like this, some countries reached to produce electric vehicle, some countries remained in the developing it like Korea. Looking inside of it, domestic condition is not good for producing electric vehicle. Because of small companies making it and having few core technologies. But the main cause is that electric vehicles are not spreading enough to form a market.
On this, Seoul city plan to help to develop electric vehicle by verifying road condition and analyzing problem then improving it, and spreading for constructing infra structure for it. Also, they plan to carry out remodeling as electric vehicle.
Seoul city already set up the study on 'Constructing infra structure for green car' last December, and in the meeting for interim report, experts from Seoul city, Green Growth Korea, Ministry of Land, Transportation and Maritime Affair, Ministry of Knowledge and Economy, Ministry of Environment, Hyundai·KIA motor company, Renau-Samsung motor company, LC chemistry, KEPCO and other related institutes joined and debated on early introduction of electric vehicle.
Kim Young Hwan, director of climate changing of Seoul city, sad “Meanwhile, by carrying out low emission project for diesel cars, the air condition of Seoul city have been improved greatly, but we need such activity as providing low emission green car and electric vehicle, CNG-HEV bus for meeting with the level of leading country. And we will make middle·long time plan for spreading such green vehicle by incentives linked with national transportation policy”.

Seoul branch office of Korea Transportation Safety Authority (Office chief Jang Hee Don, hereunder refer to as TS) carried out the education program for elder parking managers under topic of 'Understanding of Automatic parking system' on last moth 5th in Training center of employment for elder person. TS planed this education because of increasing accidents on automatic parking system.
From last November, TS carried out this program under agreement with Training center of employment for elder person and TS promised to hire elder persons as parking manager.
In this day, Jang Young Soo, safety inspection section chief, presented on basic safety training, understanding on automatic parking system with related video for understanding. After all, TS plan to add well-fair business and traffic safety training for elder persons' traffic safety.
