Pedestrian Safety Is 'Mandatory' For Automobile Development

Hereafter, injury of pedestrian through car accidents will be decreased because in the development stage, pedestrian safety must be considered by regulation. Ministry of Land, Transportation and Maritime affairs(MLTM) introduced pedestrian safety standard to automobile safety regulation to reduce pedestrians' injury by car accidents from last month 14th, and noticed the revised bill on ‘Regulation on automobile safety’ for ATV(All Terrain Vehicle) including 4 wheels motor cycle to secure driving safety from next January 1st.
Looking at the main contents of this bill, it require bumper and bonnet made of material that absorb shock well especially for pedestrians' body to minimize pedestrians' injury. And this bill will be effective by 2013.
A person from MLTM sad “Meanwhile, automobile safety regulation is oriented for passengers' protection. But now we try to introduce pedestrians' safety and expect to reduce the injury of pedestrians”.
Also, they prepared the requirements for ATV including 4 wheels motor cycle on climbing ability, rotating·driving safety, reverse driving and so on from the first day of next year.
But, if drive ATV out of road, the regulation can not be applied. It's only for ATV driving on road.

From next January, the safety of ATV will be secured
Meanwhile, ATV running on road without registration then making social and traffic problems, so government revised acts on managing automobile by ATV as two wheel vehicle from last June.
A person from MLTM sad “This revised bill require declaration of conformity of ATV's parts and construction to 'Regulation of automobile safety', including such as registration, implementing fault from manufacturing, maintenance·inspection, and hence forth it's a method for protecting both passengers and pedestrians from ATV accidents”.
Recently, considering high accident rate of kid carrying vehicle when getting on and off, require installing steps for getting on and off for kids and also adding signal light.
Now, according to 9 passengers vehicle can be used for 'kids carrying vehicle', so standard for the steps are revised to inspect size and slip of that and also red light is automatically on for driver to pay attention on kids.
The revised standards harmonized the standard of velocity meter and dummy with international standards, applying Global Technical Regulation(GTR) of brake of two wheel vehicle to domestic standards.
GTR, naming international standards of brake of two wheel vehicle, is unified international standards among the countries joined 1998 agreement. This revised bill is expected to solve international trade problems and competitive power of domestic auto makers. The regulation will be effective from November after notice of legislation(14th August ~ 3rd September) and converging public opinions.
On the other hands, the pedestrian safety standards introduced this time is world-wide  standards and already applied in Europe and Japan from 2005.
The new regulation require the damage level of pedestrian is lower than standard when 35km/h collision on head and 40km/h on legs of dummy.
