MOPAS, announced the registration of the revision of act for laws on lift and facility safety management
Introducing cumulative fine for lift safety management, Differential charge Burden of fine ¡é, safety regulation ¡è¡¦inducing voluntary efforts
MINISTRY OF Public Administration and Security(MOPAS) announced the registration of the revision of act for laws on lift and facility safety management including cumulative fine to increase the number of violations of regulation and precision elevator safety inspection fee shall be directed by MOPAS. According to the revision bill, if the manager of lift does not participate in training program, shall be fined 500,000 KRW for the first time. But the second time it will be 1 million KRW and 3rd time it will be 2 millions KRW to lift owner. Under present regulation, 2 millions KRW fine is levied on the violation directly. Also, if not properly stock the lift spar parts or supply, 5 millions KRW fine shall be levied but this also is classified as 1 millions KRW 1 week delay, 2 millions KRW to 1~2 weeks and 4 millions KRW to more than 2 week. If not report on fatal accident or malfunction, 2 millions KRW fine shall be levied under present regulation. It also be changed to 1 millions KRW fine to first, 2millions KRW fine to 2 millions KRW and 4 millions KRW to 3rd. In addition to self-checking for elevator is not carried, 1 million KRW fine to the first, 2 millions KRW fine to 2nd and 4 millions KRW to 3rd. And no record¡¤conserving the record, 500,000 KRW fine to the first, 1 millions KRW fine to 2nd and 2 millions KRW to 3rd. Until now these are 2 millions KRW fine samely. This revision is expected to induce voluntary participation and low the burden of fine. Also, some acts will be revised. MOPAS regarded the present system don't give a chance to reflect public opinion on precision safety inspection fee calculation so MOPAS change the calculation system as registration system. Form of paper is also changed as easy and smart design.
